A War of Whispers is a competitive game of deep strategy, hidden storylines, and shifting loyalties.

Five mighty empires vie for world domination.
With their banners flying boldly, they march to glory.
The ferocity of the Bear. The Pride of the Lion. The perseverance of the Horse.
The reach of the Eagle. The might of the elephant.
As dawn breaks, the world will be transformed and one empire will rule over all others…
But it is in the shadows that true power lies... a Snake, a Spider, a Crow, a Rat.
This is not a war for massive armies facing each other in the open field.
This is a war between hidden empires: a war of whispers.

Play the part of a secret society, which is betting on the outcome of this war while pulling its strings to rig the results.

Your main goal is to ensure that, at the end of the game, the empires you are most loyal to control the most cities on the globe.

Loyalty tokens are the primary means of winning the game.
Each player has a total of five loyalty tokens, one for each empire, as well as five loyalty slots on their player board. Loyalty tokens allow you to score points at the end of the game by multiplying the number of cities controlled by an empire by the multiplier indicated on the corresponding loyalty slot on your player board.
